If an administrative authority in a member state misinterprets EU regulations, it can create a legitimate expectation for a company. In specific cases, the company may then claim
compensation if it suffers a loss. This could occur, for example, if the company financially adjusts in a way it would not have done had the authority provided correct guidance. Consequently, an agricultural business successfully navigated EU’s requirements and was able to receive compensation.
